PSERS seeks to achieve returns over the proprietary policy index and provide sufficient liquidity to meet the system's operating needs. The PSERS Board of Trustees is responsible for investing funds of the System in accordance with guidelines and limitations set forth by state law. The Board is also responsible for the formulation of investment policy and provides oversight of investment activities through the finance committee that makes recommendations to the Board. Internal and external investment managers act as agents for the System. The investment office implements the investment decisions within stated policy. In accordance with the investment policy established by the Board, PSERS’ investment assets are allocated to numerous outside professional investment advisors and internal investment professionals.
