Zhao Yang Ma founded Sino Vanadium, Inc. Currently, Dr. Ma occupies the position of Chairman at Shaanxi Dewei Investment Consulting Co. Ltd. and Executive Chairman for International Cement Group Ltd., Chairman of Compact Metal Industries Ltd. (a subsidiary of International Cement Group Ltd.). Dr. Ma is also on the board of West China Cement Ltd.

In the past Zhao Yang Ma occupied the position of Chairman for Sino Vanadium, Inc. and Associate Professor-Management at Northwestern Polytechnical University.

He received a graduate degree and a doctorate from Northwestern Polytechnical University.
