William C. Bowes

William C.
Bowes is a Director of Talla-Tech, Inc. and the Software Engineering Institute at Carnegie Mellon University.
Mr. Bowes is a Fellow of the Society of Experimental Test Pilots.
He is a retired Vice Admiral.
Mr. Bowes served as Commander of the Naval Air Systems Command, Principal Deputy Assistant Secretary of the Navy for Research, Development and Acquisition and Acting Assistant Secretary of the Navy for Research, Development and Acquisition.
He joined Hughes Electronics as Corporate Vice President and Deputy General Manager of Hughes Aircraft Co.'s Sensors and Communications Systems Segment in 1996.
Mr. Bowes held various positions at Litton Industries, including Vice President of Corporate Strategic Planning and Vice President of Programs Management for the Integrated Systems Division.
He led one of three business units in the Navigation Systems Division of Northrop Grumman.
Mr. Bowes received a Bachelor's degree in Chemical Engineering from the University of Idaho and a Master's degree in Systems Acquisition Management from the Naval Postgraduate School.
He completed financial management, corporate planning and director courses at Harvard, Wharton, the University of Chicago and the University of California, Los Angeles.
Mr. Bowes is a Certified Director from the University of California Los Angeles Anderson School of Business.
He was a Director for SM&A, Inc. until December 29, 2008.
Mr. Bowes was Chairman of the Governance & Nominating Committee and a Member of the Compensation Committee.
