In addition, shareholders/owners are expected to make a financial contribution (the contribution of historically disadvantaged people may be lowered under special circumstances, in which case IDC will be prepared to extend finance more than the owner's contribution. The IDC does not re-finance fixed assets since their aim is to expand the industrial base.
